Nonsense. According to the code in PostalService.cpp

shipments are erased if the sector items are shipped to is under enemy control. This is a waste of money.
Instantly or with reasonable delay like end of hour(s) or day?
If a spy is disguised as airport employee and present in sector when stuff arrives, he could fetch it directly from the plane;)
