No idea if she's not underground or in the palace. Not to be patronising but there are several underground sectors and some doors that are easily missable, maybe you could try having another look. If she is in the sector there wont necessarily be enemy turns because she is a civilian before she becomes a hostile. Make sure you find her room behind the corridor full of mines.

Also, might try the PRison at N7?
