You can steal from the hospital AND secure Vince's services.
There is no other sine qua non condition for you to be able to recruit him other than loyalty 80% in all-taken Cambria.
It doesn't matter how you gain it; of course,conquering the whole town and whacking the Hicks,plus bringing Joey to Martha is
(or should be?) the easiest way to gain those 80%.
PS:Oh,and it's "stepmother",as I recall it, not "mother". Smile
