Personally I think it would be easier to just fire up the INI Editor and customize the current version. That seems to me to be less work than sorting through earlier versions to find the one that doesn't include features you don't want to use. But, if you really want to use the Delorean and go back in time to an earlier version...
Head over to the MODDING HQ 1.13 forum. The second thread is titled "Depri's v1.13 Builds and Packages". The link labeled ">>>Download!<<<< - MS OneDrive" will take you to a depository of ancient archives where you will find SCI's for previous versions. I have no idea which version you would want, good luck sorting through them.
