I don't understand what you mean, sorry. In the video you posted in this thread there is standard 1.13 team panel, nothing more.
If you mean Tactical Panel feature, it only works in Ja2+AI for 7609, it can be enabled in the ingame settings, and you need to limit the squad size when you start the game - 6 for 800 screen width, 8 for 1024 screen width.
