In a game where I went to fetch the Dogs (Rude'n'Mad) first and then went to 'Chitzena'(? A2/B2).
There I couldn't find the man either...

Perhaps it's necesarry to talk to the ControlGuy (Waldo) at the airport (B13) before the miners appear.
