 There is no API, information is stored in Data-1.13\TableData\MercProfiles.xml
Portraits are in Data-1.13\faces, STI's can be batch converted with sticom.exe, other portraits are in Data\faces and Data\faces.slf (use UNSLF.exe to unpack).
