Maybe turn off ENEMY_INVESTIGATE_SECTOR in JA2_Options.ini or enjoy that this thins out the forces in neighboring sectors?
If these are reinforcements, turning on REASSIGN_PENDING_REINFORCEMENTS may help. It might as well be the regular army expansion and no counterattack at all, depending on difficulty level.
