I think what you're looking for is at the top left, just above the first post. There's a set of links: "email to friend | subscribe to topic | Bookmark topic".
E-mail notifications can be turned on in your user profile: Control Panel --> Account Settings --> +Preferences --> Choose Notification Method
I havent received subscription notifications since 6/27/13, the time forum was run on UBB. I just tried sending myself an email PM [Send user an e-mail message] and that actually worked, but went straight to gmail spam and obviously had my own email as the sender. Still, no notifications.
