It transforms item in your hand, the same thing you do with a gear icon in weapon description mode. If weapon has no transformations defined, it will have no effect as there is nothing to do.

As description says, it transforms scope on weapon. If there is no defined transformation for scope in XML, it does nothing.

These hotkeys are mostly useful in mods since stock 1.13 doesn't have much weapon/scope transformations.
In mods you can have scopes with variable power or weapons that actually can fold/retract stock or switch mode etc.
