OK Just figured it out. From the bottom of the first level of Alma mine, you can actually go to another section. It is not a stair or a hole to another level. It is just an expansion of the same level. You have to gather the whole squads near the edge of the map so that you can go. Otherwise you get a cross-out meaning you cannot go.
