For now I tried 2 methods: Water sectors that were all "edgeoftheworld bad sectors" and a mix of bad sectors and water ones. I'll comb the rest of the ground sectors to find any mistakes. I'm sure about only one thing, I.E. the xml file is valid, I found an online tool to check xml files. I'm planning to try another move though: The player will have access to water sectors, I'll make a generic water map to prevent the game to load original maps. If there are no mistakes with ground types maybe the problem lies in enclosing the world map. Also, here is my current strategic map:
