1) The bloodcats quest is a holdover from UB; there is no stockroom full of feline felons in SOG'69, so you should just ignore it.

2) If the dossier you're referring to is the one mentioned in the item you get in return for the medpack, then I think it comes with the readme in the /briefings subdirectory.
