There is sometimes a single enemy remaining ..... usually near the police station.
It's a known respawn problem.

This gets really bad especially in Troy & Drake where often 3-6 elites respawn usually near centre of map. Effectively you must leave the sector, return to fight the respawned soldiers then finally it's completely under control.
