There are technical issues causing respawning enemies in some city sectors .... it's very annoying.

You cant avoid the police becoming enemies for long .... if you dont steal their stuff or shoot at them in Atremo their hostility is only delayed a while .... that's all.

Visit UC Downloads section & install the various patches ... Quick Fix2, Patched maps .... will save you a lot of problems in the long run but you must restart the game.
