Red shirts etc are Queen Brenda's army. Crepaton have their own militia (gunrunners in JA2DL, if you've played it). And the police are supposedly corrupt & in cahoots with the queen. Why they attack the redshirts in the airport sector, I don't know. Maybe they are not police but rebel guards? Police are clad in blue tops and pants.

There was not enough volunteers to do the voiceovers, so they resaorted to using speech synthesizers, iirc.
