A mod like the one you suggest is very easy to do. Ten minutes with the beta map editor and you'd be able to figure out how to do it. The real work then would be to manually assign every weapon for each enemy and check the 'drop' box.
If I had interest in doing this I would but; I'm sorry, unless I could figure out the balance problem I wouldn't even consider it and don't really think I'd be interested in doing that anyway.
But if you want to do this, just have a look at the beta editor and give it a shot. If you then have questions just post them here.
