Interesting theories here which I will try to tie back up into JA-relevant conclusions Smile

First, if the citizens don't have any guns, then that place is, by definition, a police state. The police have the sole use of force and the citizens have no such recourse. They are absolutely dependent on the police for their safety. This does not mean that the police will abuse the right (some say it is inevitable) only that since only the police have all weapons and use of force, then their influnce will steadily grow. In fact, crime always occurs so the police will continue to increase their ranks and powers. This is why the U.S. was supposed to rely upon the militia - everyday citizens - for the enforcement of the laws. Note there are no provisions for federal police or even for a standing police force in the Constitution. In fact, a standing army was prohibited by the Constitution. The Founders did NOT want a government with strong powers for they feared those powers would be turned against the citizens over time.

People have complained about the civilians standing around in JA:UC. I think this is not only an interesting tactical challenge, but realistic and illustrative of the foregoing points. If every one of those civvies had weapons, then there wouldn't need to be a set of foreign mercs sent to Danubia, Arulco, or wherever to "liberate" them from their oppressor. The people would have done it themselves long ago - if they had the ability. When the French Resistance was fighting the Nazi oppressors, one of the first things the allies did was drop planeloads of cheap, stamped guns so the fighters could use them to acquire higher-grade weapons from their oppressors. The allies gave the Resistance the ability to help themselves. If you review history, you will see that every time - every time - a conquorer attempted to subdue a new territory, the first thing they attempted to do was to disarm the populace. The second or third thing was usually to purge or cleanse the population of elements which they considered to be "undesirable." Unarmed populaces, unable to resist, have suffered hugely from purges, pograms, cleansing or whatever the oppressors want to call it.

What it really comes down to is whether a person believes that they have the right to protect themselves and control their own destiny or whether they think that other people should protect them and control their destiny. The latter will, in the short or long run, find themselves hoping that a set of foreign mercenaries will come and rescue them. Maybe it will be wishful thinking, maybe not. Why take the chance?
