A heavy weapons merc needs some strenght to carry around the mortar and mortar shells (the LAW isn't that heavy), but strenght in itself has nothing to do with the heavy weapons skill. Instead, High dexterity + High wisdom is the combination that gives a merc the same chances to hit with a heavy weapon as a heavy weapons specialist has.
