Always make my IMP sniper\stealth, in my current game, he has to use action points to reload each bullet, before his next shot can be taken. Now, I have experienced this with other mercs, and just figured they didnt have the sniper skill, and had to take a penalty. Is it a bolt action weapon issue? I am not sure on the rifle name/type, but there is 1 that fires 12.7mm rounds, clips of 5, and never have a load penalty. :idea2:

yup

bolt action means you have to chamber a new round. there are sniper rifle which are semi-auto

Keep an eye out for the Barrett M82A2, and the PSG-1/MSG-90. They are all semi-auto Sniper Rifles (though the latter two are barely Sniper Rifles, they could be classed as DMR's). The M21 EBR is also a low level Sniper Rifle if you like your semi-auto's but with the Bolt Actions you get a generally more accurate Rifle.

Currently bolt action sniper rifles have a two digit accuracy e.g. the Steyr Scout Tactical has an accuracy of 12.

Semi auto sniper rifles (which means the operator doesn't need to manually chamber the next round) usually have a lower, typically single digit accuracy e.g. the M21 Tactical has an accuracy of 6.

Low marksmanship soldiers benefit from the higher accuracy at the cost of more AP being spent (due to having to spend the extra e.g. 7 AP on chambering the next round manually), as the accuracy gets added to the chance to hit calculation (CTH) with each spent AP.

Also be advised that most protective gear such as armor may add a penalty to your accuracy e.g. the Dyneema Vest has an Aim Bonus of -3. You might not notice this with a high level soldier, but you may notice a difference for a 1st level soldier with a low marksmanship e.g. Shank.
