While we're trying to sort out the coolness levels for the weapons, it has become pretty clear that we have too few coolness levels. The vanilla game had 10 coolness levels for 40ish weapons, and now we've got more than 300 weapons in standard 1.13 with the same 10 coolness levels. This results in lumping lots of weapons together that aren't really equivalent, thereby making them obsolete even within their own coolness levels.
How hard would it be to make more coolness levels? We would need about 80 coolness levels to keep the same ratio as the vanilla game, but this seems impractical because it would probably be too difficult to rank the weapons accurately with that many levels. However, 20 levels would be a much better compromise. That would be simple math for the progress points, and it would double the number of available levels we have to work with.
In addition to making weapon ranking more accurate, it should result in a "smoother" coolness progression in the game. It would also become less game-breaking when Tony or BR have weapons that are ahead of you in coolness progression; the game can degenerate into full-time weapons brokering due to the possibility of much better equipment.

My personal feeling about this topic though i must say in advance i'm no coder or no modder just a frequent xml editor user, this will make a huge mass of xml work if you include "enemy item choices" too. So I'd give it a null vote with a slight thumbs down if it's just about Bobby Ray's item choices. If you insist on this I'd say go with the 20 coolness levels because it's not much additional work while shows smoother progression.
P.S: Enemy item choices are not coolness based but game progress based.
