 Hmm I was looking around the mods and found a WH40k mod. Needed SCI...Was just wondering what changes SCI makes to the game=)

Nothing, it's merely a convenient way of installing the 1.13 mod.
Now if you are asking what 1.13 changes, the short andwer is everything and I'm so not going to type the long version on a phone.
