Yeah, but lets be honest we seen this coming from a mile away.... After all, how many commercial successful "proper" sequels to a successful niche title with an active modding community there are?!
Its impossible to make a game that everyone likes, especially so with niche titles with hardcore fans. Despite appearance they are only united over two things their love for the original (each for his reasons) and apposition to anything that might attract new players.
Even if the devs managed to get everything right for the hardcores, then after spending all that money on a full development cycle (cost are much higher now), they would still come short vs decade worth of free content, features, nostalgia goggles.. And from the get go there will be a considerable amount of them who would say: yeah... the game is nice BUT 1.13 offers more content, features, options, familiarity, modding freedom.. So why spend money on "just" new graphics, the END.
This is why any smart studio that makes game for a living end up with one of the non too popular choices: Improve the engine and or Provide periodic "quality" content. Or if not feasible, let it age or change the target audience for the next title (usually ends up with whole series).
