So I was wondering, what are the best weapons for mercenaries with low marksmanship like Hector or MD?
I want them to atleast help with the battle by dishing out damage, instead of missing every single atom of anything hostile

My favorite weapon, FN P90 (with trigger group),
My standard side arm for my snipers, my main weapon of choice for stealthy CQC and night ops (together with FN Five seveN.
Perfect for support mercs that acts as mules, medics, mechanics, ammo/ration carriers, or anyone whos usual combat role is to pick off those enemies who get past the initial assault rifle barrage and want to take it up close and personal.
light, quiet, accurate, steady, deadly, Even in 3 rnd burst/full auto it is very accurate, as long as it is employed within its range, range which is still quite on par with the range of most CQC assault rifles.
High capacity mag and low AP requirement also mean you can dish-out more bullets per turn and/or per reload which helps increase the chances of hitting for those characters who cant stop themselves from wasting bullets, plus the armor piercing 5.7 rounds makes it effective even in late game Armor wearing enemies.
Only downside is that the bullets are rare drop and expensive. Also the progressive gun degradation model of 1.13 makes investing early on P90 not advisable (even with a good mechanic)
MP5 with foregrip, reflex sight and C-mag (i think C-mags can really make the gun pretty steady) is another option if you are in a tight budget and/or will employ cadaver scavenging tactic (9mm is pretty cheap and common).
MP5 is pretty similar to P90 except for the signifcant reduction in lethality and anti-armor effectiveness (you can remedy, to some extent, this by using AP and/or AET rounds)
Employ within its effective range, set it in 3 round burst, aim for the head, and pray.
