Hello,
I'm playing AINMAS, downloaded last september, and I can't find Devin, the explosive dealer, in Drassen mine sector. Is he still here? Was he moved somewhere else? Or maybe is his location random?

According to the wikia, and I don't think this ever changed. Devin can be found in C5, C6, D13, H2, G9... AKA, The two non-kingpin San Mona, Drassen Mine, Grumm factory, Cambria Commercial
In my game he showed up in Drassen Mine
