Help with "Train Workers"[message #351266]

I'm not sure if I'm posting it on the right forum but I'm trying all the way to use this option "Train Workers" and couldn't find a way to make it work yet.

Tried using a boosted character with 90 skills on everything and trainer trait but the option is still yellow to me.
*Its one of the assignment options of mercs on tactical screen.

What should I do to use this option and what does it do?
