Whenever I start the game with a capture of Drassen, I am given no rest by the repeated attempts to recapture the town (militia gets killed faster than I can train it). So I started a new game with 1 IMP and 2 MERCs ($50/day/ea), thinking I could use my 90 Marksman IMP to train up the cheap MERCs while scavenging enough to cover expenses. The problem is I don't have even a single good rifle and want to hold off capturing Drassen. Is there any way for me to get it without having to pay for an expensive AIM merc? IMO BRAY should be able to air-drop (just like the soldiers got airdropped) for an additional fee.

Airdrops take longer and cost a fortune.
New equipment selection allows to buy a calico 9oo, acog and match ammo,
confirmed to be more than sufficient for desired task.
Optionally, once the airport was taken a spy can always sneak in to loot the crate,
ensure he/she is not recognized due to carried stuff.

Spy? Could you elaborate? Is this one of the new Vengeance disguises features? Could you explain how it works?
Also, who are the vengeance "free" local mercs and where can they be found? Likewise, is there a source of revenue besides captured towns and loot sales from battles?

There is no new disguises feature in Vengeance.
Bobby Ray's is a business and runs independently from your merc assignment. The plane that airdropped you doesn't work for Bobby Ray.
Vengeance has a number of local RPC's to recruit, first see if you can try locate new recruits that were scattered after Omerta fell and the training base south of there.
Vengeance also encourages guerilla style tactics, and may be necessary early on the game, the Arulco of Vengeance is generally less friendly than the one in Vanilla. You may just have to consider more hit-and-run tactics to begin with and steal weapons when you can or pry them from the dead hands of your enemies. From personal experience I ditched Drassen early on with the oncoming counter attack, but found things easier (though never easy) fighting further West and establishing my first base at Oronegro.
Choice of starting kits/gear is also quite an important factor, when first putting your team together, and is advisable to choose at least a couple of mercs with some good weapons. You can save money from using some of the cheaper Mercs with the melee trait that seem very effective in the early game, such as Blood, Razor or Arsenal being very adept with throwing knives or shuriken.
Don't forget Tony is still trading in San Mona, though he also takes time for his inventory to improve as the game progresses.
Revenue can be acquired from other sources just like in Vanilla JA, such as looting bodies after a battle, or completing some of the quests, including some new ones specific to Vengeance.

So what does town mean when he says send a spy? Does he just mean send someone in, sneaking, to pick up stuff from that box? Or is it possible to not be attacked by the army if you don't have any guns equipped and wear a certain uniform?

OK, I have a question now: I got a knife and some regular (non-covert ops) mercs. Using knife + take clothes yields pair of pants, either blue or army. How do I apply these as a disguise?
Likewise, where would I even get civilian clothing?

Instantly or with reasonable delay like end of hour(s) or day?
If a spy is disguised as airport employee and present in sector when stuff arrives, he could fetch it directly from the plane;)

This happens at the moment of delivery. If the enemy controls the sector, the shipment is gone.
Anything else would require keeping track of which items came with what shipment at what time etc.
