Sometimes if you wait too near the deadline when extending a merc's contract they'll decline, citing other obligations. Is there an INI setting which prevents this from happening? I tried searching but couldn't figure out which terms to use.

Cool question, I was wondering myself; if there was a way to permanently hire mercs?
Couldn't find anything on the net but if anyone can help, please do so.

I don't believe there is such an option, but it is an interesting suggestion for an option.
For A.I.M. Mercs, the by-laws or rather Terms & Conditions on their site, allow for one workaround, if you read the occasionally funny legalese. It comes about when you have hired them for a 2 week full term. When under such a contract, they are by Aim's Terms & Conditions unable to leave for whatever reason before contract expiration. So the theory goes, and I've seen this posted a lot over the years as well, that if you extend them with another contract for 2 more weeks, prior to the end of a previous 2-week contract, you can basically guarantee they will not leave. You can do multiple extensions during one 2-week contract as well. Most interestingly, the key passage is actually referenced in a footnote later in the Terms & Conditions, and this is a common ploy by Sir-Tech, in various manuals, to get your attention to focus on it. There used to be some places in the credits in JA1 or other Sir-Tech game manuals, where similar hints are given for either secrets, or the like.
The other things known are that having close buddies helps, having enemies makes mercs less likely to stick around. That is based on Morale which is impacted by many things, and Your Reputation as a leader and how successful you are.
M.E.R.C. mercs don't have the 2-week contract though, so no known way, to my knowledge, is there to get around their desires other than hired buddies.
Since a big part of the game is the almost living nature of the Mercs and their relationships, I think there would be some resistance to coding such an option. It would be convenient, however, for certain mods, and for those on later play-thrus. Nonetheless, it is against the basic nature of the game's features.

Semi automatic contract extension is a core feature of brain exe and works flawless since alpha release 0.1.017,
unless funds are insufficient or photon sensor unit and cpu are not in sync. Scnr >;)
However btw, how about automated money transfer to the M.E.R.C. account via standing order or debit authorization,
faster loading website and laptop transition may have alreadly greatly reduced the waste of time for that,
but a "standing order" button somewhere may still take a decent amount of tediousness out of long campaigns.

Ok, so what SilverSurfer is saying, and I did not think of that, was that if you turn Merc assignments off, there is no competition for their work. Hunh. But I'm not sure if that overrides their hating somebody and therefore refusing to extend a contract. Unless it is already full length contract.
I guess a standing order might be convenient. I'm used to reviewing my contracts fairly regularly though.

The setting for having mercs indefinetely is called 'give yourself several millions at start, then extend contracts over 2 weeks over and over again'. I mean... extending a contract takes, like, 3 clicks. For MERC is paying the bills every few days.
Mercs can refuse renewing a contract if the players reputation or death rate is too high, or if you emply one of their hatreds (which can be avoided by employing one of their buddies). If there are < 48 hours remaining, they also might refuse because they have different plans (afaik this part isn't influenced MERCS_CAN_BE_ON_ASSIGNMENT , not sure though).
I know now that it could never work between us, as much as we wanted to, it could never be! Not because you're a rabbit, but because you're black.

Well, true to a point. But then it would also seem strange that some Mercs don't simply defect or refuse work given the terrible events they have experienced. We have some rebels and NPCs we can recruit and that will stay indefinitely, usually. Same with I.M.P.'s. The game has to have some sense of balance or use for cash, at least in the initial design. One could see the various costs of mercs, related to how much they want to stay or not, as they are not completely based on skills or usefulness.
