I remember you could enter turn based mode without vision of hostiles but I can't find the hotkey
Also, is training militia the only possible way to increase wisdom? Is there no other way?

The hotkey is [D]
Note it only works if actually hostile creatures are present in sector,
potentially hostile creatures, like Hicks family members at night, are afaik not sufficient.
Pretty sure that trainers will increase their wisdom regardless of what attribute/skill they teach,
the more students the better.
Medical, explosive and leadership students also "frequently" get a point of Wis.
