...in the AI template file. What does this do, exactly? Does it determine time delay in adding enemy units to an AI occupied sector? Or maybe the time delay in their 'level gain'?

It's the interval of time after which two enemies in tactical swap position and role?
(IIRC the feature that every now and then some soldiers change their position and patrol route was invented with 1.13 or something to make game less predictable)
It's in the AI template file (templateaidescription.txt). I thought it might govern how quickly the AI units 'gain level' and/or increase in numbers to fill the maximum AI enemy slots (and level allocations) as time passes in the game, for example, by 'swapping' a level one with a level two AI unit from the template file. The default value is '30' which might suggest an update is made every 30 game hours, but I haven't really tested it and I am not sure it even works.

Yupper your suggestion works independent of DefenderSwapInterval on 14:00 every day. Just tested it. What it actually does remains to be seen.
