This is probably a case of outdated documentation rather than a bug. The comments in Ja2_Options.ini say that the maximum allowed percentage for mine income is 65535. However, after I set it to 1200 and started the game, I was greeted by a message which stated that the maximum value allowed is 1000 and higher values would default to that.
