I have two snipers and they are not loaded down with gear and have plenty of strength, but at times just firing their rifles makes them winded and pass out, what am I not seeing here?

About 60 to 80 should be good ("realistic") for low strenght mercs even if the weapon you're firing is heavy, standing and shooting from shoulder a lapua caliber or a 50. cal still kicks a lot and sniper rifles aren't meant to be used with the "shoot from hip stance"... work wonders for your machinegunners tho, so lower that value a bit and you can easily fire a few mags of 5.56 with while crouching without your mercs passing out as if they were firing an 88 artillery piece.
