In my old ancient Build 3356 both worked perfectly.
Well, I only really used the INI editor once (after that only to launch the game), but I used the XML Editor hundreds and hundreds of times: I edited about every existing item (mostly fixing inconsistencies) and created a truckload of new items (SciFi mod, needed some technology obviously not existing).
Only bug I experienced with the XML Editor is that once it did erase some values from two items. Just mildly annoying, especially since it did only happen once in 10 years...
My point is, they can work again, if they are brought up to speed. There is no inherent fatality in them not working anymore.

Yes, I saw, I spend hours browsing them. But it's still easier when you have a nice little edition pop-up window, rather than to have to scroll through a never ending list with cryptic values ("What does "5" stand for again?").
Comparing items with the editor is as easy as opening two or more of those little windows, with a text editor you have to scroll simultaneously through several places in the file, and it so much easier to make some mistake.
I understand for devs this is their bread & butter and it comes naturally, but I'm not a dev, just a geek...

I checked on Build 8796, it does indeed give a "Missing" description at a couple places (3-4 IIRC).
Suggestion: Instead of just saying "Missing: Property description", it would be better if the editor pointed to what you just said ("needs to be added to the relevant xml file"). This would make the INI Editor totally future-proof, since anybody can do a little copy & paste, if they know where to look for the missing information and where they need to put it.
I see a "Missing Explanation?" button, triggering a little popup window explaining where to find the missing information and where to put it.
