You mean Manuel (Rivas) the NPC, or actually the game manual?

Manuel the NPC is in the subterranean rebel hideout in east Omerta, at least until you hire him later on.
Manual the help is in limbo...

You probably mean Miguel. In 1.13 without mods: Miguel, Carlos, Dimitri and Ira are in Rebel Hideout in Omerta (basement).

Manuel isn't in Omerta basement. In 1.13 without mods, he can be found in one of the buildings in
