When you come back later he doesn't even bother mentioning that tony isn't there.
He just talks about his ambitions, a dialogue that I don't even remember from vanilla.
I'm pretty sure you didn't hear it often at least.

Same bug in 1.13.8675 for me.

Hans just says, "I got this great idea for a new marketing campaign...."

When I talk to him a second time, he says, "I got to take inventory...."

The merc speaking to him has 67 Leadership. I've waited 10 days--checking every day around 10am--and Hans never says there's no Tony, and I've never seen Tony in this game.

Anything I can do to fix?

EDIT: Temporary fix is to use TNT to blow a hole in the wall in the room just behind Hans. It doesn't seem to affect Hans or Tony in any way. TNT can be purchased from Devin who's frequently in the C5 bar where Frank bartends.

Could it be that you fought a battle in C5, spoke to Hans asap, and never left the sector,
respectively never loaded another sector while you spoke to Hans every day?

In that case Tony may have left his tile out of "fear",
and now he is stuck on the last tile he was standing when the battle ended.
The script of Hans appears to only check whether Tony is standing on his specific tile.
(Use ctrl+gabbi -> alt+e to check whether Tony is in the sector at all)

If Tony is not in the sector at all:
It appears to me that Tony has issues to "return" from his vacation to C5
if mercs are present in sector and the sector stays in memory(btw I think that is different from vanilla)

For both cases I advise to leave the sector, respectively load another sector in some way,
E.g. go to C6 or D5, zoom into tactical map, go back to C5, speak to Hans again.
If Tony is still missing in sector, leave it and come back the next day to speak to Hans.
3 days until Tony comes back is not unusual.
Also do not change the "chance tony is on vacation" (or so) rate in the ini while he is away,
it appears the game does not like that, same for "BR shipment gets lost" rate.

Thanks for the thoughtful response.

Yes, I've loaded other sectors including liberating Chitzena, extreme fighting in D5, various fights on roads, etc.

Using cheats with ALT+E, Tony is in the sector in his normal place. Teleporting with ALT+T allows me to engage Tony normally. Yes, I waited 10 days, but in this game I've never been able to get to see Tony--even after 10 days.

The bug seems to be with Hans only. Thanks again.

Well, i hate to say that as I usually play with rule "prevent collateral dmg under all circumstances",
it can go so far that the campaign is lost when our actions directly lead to death of civs,
but if the issue is narrowed down to Hans and you dont care about such sentimental stuff,
pick up a crappy weapon with a mediocre shot, aim at the door and fire til Hans is dead.
Nobody of his faction should care as you only "attacked" the door.

As a sidenote, Tony's voice appears in the 1.2 update of Qusaris Wizardry 8 Reforged mod,
along with a couple other JA2 voices :d

you can just blow a hole in the wall and ignore hans completely. oddly enough, he doesn't seem to care if you damage his property

I am playing "JA2_113-v0-3958-g74f497-G9b44Ld66a-English" and this Bug still exists. He steps aside the first time i meet him, but later in game he wont anymore.
Blowing up the Wall is not an Option, Hans and Tony will turn hostile as soon as the blacksmoke (from c4 or tnt) dissapears.
