I noticed that too. I think the balancing is why. It is simply a more balanced game thanthe mods.

Maybe if you would describe a specific problem.
One handy thing in UB is that you can wear a gas mask and night-vision goggles at the same time. Before entering the complex, I equip everyone that way. The extended ears aren't particularly helpful down there; and I figure UV goggles aren't supposed to work underground, so they get replaced with regular NVGs.

For everyone info's Im playing at experienced which I think is more like expert in JA2? Probably 1.13 expert is the same as experienced in UB?

Yep, noticed that actually they notched up the difficulty all the way to the complex, which is good and bad.
Burzmalidunno - in night ops, trying to get hold of Meduna and being counter-attacked by 87 enemies twice a day - and so day after day - was kinda bad also.
1.13 I haven't get to Meduna yet, but believe that after my experience in UB should be ok. Unless the enemies are also placed like UB.

Managed to complete it. Actually the problem is the enemy always get interuppts due to their placement, thus my mercs always get shot the 1st time, which I do not like, but had gotten used to it, so normally now I will reload (yea I know is cheating) throw in a few grenades, hurt them 1st. Probably there is a better way to deal wih it.

I think so. I always play JA2 Gold in expert and JA2 UB in experienced mode. The first battle in UB is the most challenging for me (short-range weapons in daylight when the enemy has longer-range weapons).

The x-ray detector can help you avoid some nasty surprises (be sure to bring enough batteries). And as mentioned already, smoke and explosives can be useful at times.
Often, when there are enemies around a corner, it is better to lure them to you (by making a noise) than to round the corner yourself. When that doesn't work, smoke can help you round the corner without getting interrupted. Once around the corner, while still within the cover of smoke, you can throw grenades at the enemy to soften them up (that is especially useful in the 2nd underground sector). And it is often best to bring several mercs into the smoke. When it clears, you'll have a better chance of getting the interrupt if you're not outnumbered, I think.
