| Does P6_0_ExtraItems_Experienced.xml way of item placement work in RR?[message #310008]

I am playing RR for first time. The quest with democratic leader in prison got bugged. After I talked to him he just drove away through hole that I made in the fence. Next time I visited same sector from the south his talk window opened and he told me about crypted document and code in the well. Since he wasnt present in sector at that time he didnt give me any documents and i also didnt found any cipher key in that well. In the well was only 2 canteens (i tried reloading before entering) or canteen and some money or canteen and some silver.
Anyway i tried to save the quest with placing document and cipher to another sector with ExtraItem xml files but it doesnt seem to work.
Is RR older that ExtraItem implementation?
Running RR_ja2_2124.exe
