Well...
with a map editor, you can set the placement of soldiers. If you loa a maap with the editor, you should see quite a lot of soldiers in any given map. These are simply placements - if you enter that sector ingame while soldiers are present, they will chose one of those positions at random. Same for bugs & bloodcats - adding them merely tells the game 'if you ever have to spawn a bloodcat in this sector, use this position'. There still need to be some of these persons present to be really spawned.
However, you mentioned that you've spawned militia this way. I have no idea how that would work without training or creating them otherwise ingame, so I assumed this wasn't really a map editor but something else.

Thanks for the reply! Let me elaborate a bit:
The tool I am using is Map-File Editor (MFE) which can be downloaded at the link provided in OP. It works by modifying mapfiles created with UB's map editor - see the description below:
"UB-MFE lets users modify JA2:UB map-files by replacing bloodcats with civilians, NPC's, RPC's, militia, bugs, cows, crows, Madlab's Robot, Hamous' ice-cream truck, Dave's Hummer, hicks and both enemy and militia tanks."
AFAIK this program is (was) quite widely used for custom campaigns. So far I have succesfuly added cows, tanks and militia and probably could add NPC/RPC's too; that however requires use of another program called Proedit. Adding bugs just doesn't work though and I doubt they could be added using Proedit since AFAIK Proedit edits only named characters. The bugs appear in the map file when I load in editor, but when I visit the sector in game, there is nothing there. Changing the number of Bloodcats seems to have no effect, unfortunately.
Therefore I wonder, is it possible to add bugs in UB at all? Or am I just missing something (especially since MFE description has bugs listed as possible options)?
