I have the same issue and because of it I hate entering sectors from north edge. Just can't see my mercs, and also sometimes can't see enemies or aim at their heads because they are too close to northern edge of screen. Playing in 1080.
Sometimes using arrows keys helps a bit, but first must be used <- and then the ^. Using ^ doesn`t help without previous using of <-. I know it is a bit weird...

So far I really love this mod. Big props to the creators.
About the weapon progression
I actually think it isn't nearly as bad as some people make it sound. The weapons that you are getting seem to fit the country and the state that it is in. It reminds me of pictures of the Syrian conflict in which you see a whole load of different weapons being used (from Steyer Aug A3's to FS2000's to G3's to M4's to AK's). I also like that the game skips the pistol only time that you generally have in vanilla JA2.
Weapon properties
The is the first mod that really made me love full auto and heavy machineguns. I'm kind of having a love/hate relationship with the damage system since sometimes a 7.62x51 feels like its LOL9mm when shooting baddies but on the other hand it makes for a more challenging experience. One gripe I do have is with certain attachments to weapons. I've yet to find a weapon that will use holosights or one specific reflex sight. (Small related bug: I managed to mount a Insight LAM, HK aimpoint and a 4x scope on my HK 21E by replacing the reflexsight with the aimpoint. It makes for pretty crazy gun).
Armor
Is it me or is the armor in this mod feel like it is really restricting your characters. Maybe it's because this mod can be challenging enough that it feels like you need every bit of AP during fights but it feels like wearing the heavier armors really gimps the fighting capabilities of your mercs. The minus AP and to hit bonuses really hurt in the early midgame when you don't have that many LAM's/Reflex Sights/Rod&Springs/ACOG's to go around.
LBE's and other items
Another gripe I have is that it's really unclear which items will fit in which slots in your inventory. Would it be possible to add a little mark on items and slots in your inventory to more easily show it's size (xs,s,m,l,xl,xxl or something like that?). Especially with certain magazine's being bigger then others it can get a little frustrating at times.
AI and setpieces
The AI is really impressive. While the good ol' firing line technique can still work the AI can overrun you if you take on more then you can chew, which is awesome. The setpieces are really impressive and it times truely convey the idea that you are a piece within a greater conflict. One thing regarding that though Toggle SpoilerI've noticed quite a few militia around Salinas seem to be armed with, what I presume, are rocket rifles. Is this so they would be more effective against tanks or is there a lore reason behind this? If it is the first it doesn't really seem to work. Militia just run up to the tank until they are right next too it, which makes blowing up the tank also result in the teamkilling of said militia.

Toggle SpoilerIn the PCM text it claims that she's useful for duties I would surely find myself. Does it mean she's just a good nurse or am I missing something completely?

My opinion to your questions:
SALINAS is a special region:
There is no mine and therefore no income.
But you meet two mercs in it which are very interesting (F 10 + H 10).
Further: You can get some medical kits which are not worthless.
And: It's the central region: Deidrannas troops can reach without defence the northern part of Arulco and attack your towns.
Therefore you must decide if you win SALINAS' sectors nevertheless it has no mine.
I think the descending loyality in G 8 is not a bug but intended.
Further you cannot train militia in every sector.
The winning of SALINAS and to keep it the further time should be difficulty!
You must talk to Dick to engage BABYFACE, a strong merc.
Dick and his troops are only in F 10.

Enemy weapon progression in this mod is based on what you can really find in Latin America countries:
- regulars start with old smg's, then AKs and later use FN-FALs in 7.62x51
- elites use .40sw, 10mm SMGs that could be imported from USA for special forces, later they use 5.56x45 and 7.62x51, mostly imported american weapons like m-16 or sig clones.
- admins use more variety of weapons but you will not see many of them in the game as they are quickly replaced when you progress
Some calibers removed completely from enemy progression like Russian 5.45x39 or 9x18 or special weapons like VSS or Guryza that never were exported in other countries, but you can buy these rare weapons from Tony or BR, also some preplaced militia men on maps are armed with 5.45x39 and other weapons.
In general, there can be still some things to improve and fix like weapon coolness at levels and such but it should work fine.
Pistol period was removed because in VR you can find many good weapons in the first sectors so leaving AI with pistols will put it at great disadvantage and will look strange, also unlike the original game, in this mod the war already escalated so there should be a lot of weapons in country.
>Weapon properties
There's still a lot of work with attachments. Basically, all stock 1.13 attachments should work with any weapons, extra attachments like holosight will not work most likely and need to be fixed and tested individually.
>Armor
You always have a choice - use light armor for better mobility and CTH or use heavy armor that has restrictions, in RL it's not easy to run when you are wearing a heavy vest and helmet, also it harder to make good aimed shots in heavy armor.
The idea is that your front line mercs that are under fire most of the time have maximum protection and use automatic weapons shooting for suppression to prevent enemy from moving and shooting accurately while your rear snipers in lighter armor but good camo take positions and start killing enemy with aimed shots.
>LBE's and other items
If you give examples of what is not working well with LBE I will look if it can be fixed or changed.
In general, it should be similar to stock 1.13 with some minor changes. If pocket says 'AR mag' than it will accept 5.56x45 or 5.45x39 ammo no more than 30 rounds capacity, if it's smg mag than it should accept 9x19 smg mag up to 30 rounds and so on.
>AI and setpieces
AI in this mod was modified compared to stock 1.13, it's still close to it so don't expect things that Ja2+AI can do, but in general it should work better and more effective than stock AI.
As for quests, I hope Hawkeye and Scheinworld will answer.

Thanks for the information Fan. Very useful.
Sevenfm. I wrote up a piece about the weapons progression since unlike some in this thread I actually think it's really good and makes sense. The armor thing makes sense but it just took me some adjustment to find out. I also kind of like that you're forced to use weapons that you find instead of just depending on BR. It made me use weapons I normally wouldn't have used.
I'll take a look at the LBE stuff tommorow and do some experimentation with it to see if I can find any good examples.
The AI was once again a compliment. I was really impressed with it compared to stock AI or that of some other mods I've tried (AIMNAS, UB, DL etc)

Thanks for the tip on the Dick/Babyface quest.
On the Salinas G8 sector. I've just ran the game for a bit and two messages pop up while I'm there 'The residents of Salinas seem upset by X's presence' and 'X's actions have caused loyalty loss through the region.' So far I can tell X is just a random merc, not just Joey. I've had messages about the actions of Barry, Buzz, Grizzley, Spider, Raven and Joey. Furthermore this only seems to happen in this specific sector. In other sectors I've never had these messages.

As to the loyality in G 8:
I have tested it with my eight members of party one.
Everybody causes the descending loyality within a short time.
But not only in SALINAS, no, in each of "my" towns in the whole country.
The income is descending as well.
The loyality in DRASSEN decreases to 33, in ALMA and SALINAS to 0.
I have dismissed my mercs.
But this has no effect on the mercs.
I am able to engage them again.
Therefore:
I ever stay in the other sectors of SALINAS where I am able to train militia, without G 8.

Quick question, sort of unpopular I suppose...
What happend to CTRL GABBI?
I used to use it after the battle to see the npc's and stuff.
It saved me a lot of time 'cause I haven't got a lot of time to play.

I just started this mod after alot of time not playing any JA2.
I do have some basic questions tough that I couldn't find googling, they might be from 1.13 or this mod.
- How do the cleaning kits work? I press Ctrl+. but nothing happens here, do they work automatic or so like the canteens? and what do they do exactly? I dunnot see a dirt meter or so on the guns (to know when to clean them)
- What does the green shield icon next to the health bar of the soldiers?
- I found the floppy disc for the missile base, but I cannot find the launch code anywhere, can anyone give me a tip about this?a
- read that SCI FI mode is bugged, and that you should play on realistic, why not set this as standard choise then? ppl that press okay and just start the game auto choose sci fi.

Dirt is disabled by default, if you want to play with it, enable it in the options.
With dirt disabled, cleaning kits do nothing.

It is not sci-fi mode that is bugged but crepitus quest. Crepitus quest is disabled by default in VR so you can play in sci-fi mode to get experimental weapons and such.
