Since no experts have reported so far, you have to be content with the statement of a noob for now:
There are imo 2 kinds of health in the game, the physical one represented by HP number can, afaik;), be best raised
by moving with hvy gear, either on a sector map which costs more playtime and little in game time,
or on the strategic map with vice versa time consumptions.
Note this will mainly increase str and the health increase is "only" a minor effect.
Then there is what I would call virtual health,
it depends on the players general approach and is attitude to individual merc.
It can only be expressed in numbers with a complex calculation
based on overall number of deaths, injuries & amount of total damage taken in relation to number of mercs and eniemies,
retrieved from a decent amount of battles without reloads.
The virtual health can be increased by far more than the few HP that an avg merc may be below 100.

In the original version of the game it was possible to rapidly gain health by weighing a merc to >100% (a weak merc with a few mortars and shells) and giving movement orders to an adjacent non-town sector.
The journey time should be a few hours. Once the movement order is confirmed in the map screen, cancel the movement order (before advancing the time).
Do this a few times and you should see a health pojnt gain.
It was possible to click the orders and cancellations many times a minute, leading to extremely rapid health gain up to 90~95 health. It gets pretty slow after. Only for die-hards ;)
This bug was fixed in later releases and you actually had to do the travel. I think 1.12 will have this fixed. You won't gain much health travelling normally.
