Your merc is aiming through a space occupied by another figure. You need to check your angles - this is NOT a bug but a feature. Change your firing position or do not fire when another merc, militiaman or civilian is in your line of fire.

Not really. Your merc is aiming at the head, but the inner circle shows you where the bullet may possibly go. If it goes too low it may hit the other merc in the butt. The game only has three height levels per height. A prone merc occupies the lowest level and if the bullet didn't climb high enough yet, it will hit him. The general rule is not to fire if someone else is in the firing line. That's not different from vanilla JA2. The bullet calculations for OCTH are different, so maybe you could shoot "through" a character with the old system. I wouldn't try it though.

Disable ALLOW_TARGET_HEADANDLEG_IFPRONE and you will get more vanilla like behavior where you will never hit your mercs if they are prone or crouched... or leave it on and learn to never shoot through your guys which is far more realistic option, although it takes some time to adjust...

They're too close together. You need to spread out more.

Any time you shoot through a square occupied by something (Building, tree, person, anything) there is a chance to hit that object. There are many variables that will affect that chance. Skills, posture, attachments to the weapon, are some examples, there are likely many more.
Just like in the real world, it takes time and experience to learn what you can and can't do. If you are still learning the game and are unsure how any particular action is going to work out, do a save first. If one action doesn't work, try something different. Eventually you will either find something that works or you will find out that nothing works. Either way, you have learned something.
