I'm still trying out the new Build 8796.
My party took the top two parts of Drassen (airport and bar). Loyalty in those liberated Drassen parts is 65%, set minimum loyalty for creating mercs is 20%, and I have my teacher couple Biff & Flo who normally do all the militia training for me. Except in this case they can't! Not enough Leadership!
Other mercs with high leadership can train militia, so the issue is clearly a minimum leadership requirement.


Which brings two questions:

1. Are all the low-leadership teachers now useless? Or did I miss a trick?

2. Is this "minimum leadership" requirement set in one of the configuration files? If yes, which one?

The game takes the merc's leadership value, applies the EFFECTIVE_LEADERSHIP_FOR_MILITIA_TRAINING bonus from Skills_Settings.INI if you're playing with new traits
or
the TEACHER_TRAIT_EFFECT_ON_LEADERSHIP from Ja2_Options.INI if playing with old traits.

Then the game compares this value to MINIMUM_LEADERSHIP_TO_TRAIN_MILITIA and if it is lower than the required value, it presents the message that merc x "lacks sufficient Leadership score to train militia.".
