i sincerely would like to request the below characters:
the entire crew of 'predator' (1987).
-the movie itself is full of one-liners of various high slapstick value begging to be extracted and utilized.
-each crew members seems to also possess their own unique abilities that fits various profiles in ja2.
-all characters are full of their own unique mercenary vibes.
it will really be great i am sure of it.

Those would indeed match fine. However, I doubt they'll make their way into official 1.13
Main reason why i think we won't see them in anything official 1.13 is copyright. In these days and time, the risk to automatically (literally) get sued seems rather high.
And therefore, albeit tempting, i can't see that happening.
However, anyone can do this for his private use. It just would involve some work. getting art (faces, etc) and voices (get enough original vocals, get rid of background sounds and feed an ai with it) probably won't prove that easy (or at least work intensive) after those are obtained, there are several examples on how to add mercs.
So you'll have to either tackle that yourself or wait for some modder to risk the potential juristical stuff.
I still like the idea, it's a shame.
