im unable to find frazzler... it says he is around drassen and omerta. pls help (pls give me exact location in spoilers if hes alive)

Hey all,
I found Frazzler in a sector west of Drassen, D11.
To my surprise this region was populated with militia, and surface mines, railroad track and ore cars.
They had a number boxes from which I pillaged munitions, and the militia had no objection, contrary to taking things from Hale and Burton's sector, G13.
But in D11, just west of where I found Skyrider, after some hunting around, I found Frazzler.
But he didn't want to get recruited by my low-leadership MERCs.
I noticed Skyrider giving Ivan absolutely no attention, but when Grunty with another MERC talked to him, he recruited.
So, is that the same with Frazzler?
But in my game he was in D11.
