This quest doesnt work for me. No matter what, Angel just trys to sell me his kevlar jacket. He doesnt ever tell me about Maria. Maria doesnt say anything much either. I have tried multiple Mercs talking to them, to no avail.
Anyone else run into this, or what could I be doing wrong?

High leadership is a must, also make sure
there is no other customer in the shop.
What I did is to send a high leadership merc in
to have a talk, then place another merc at the
door so that no one can get in. If there is
a customer in the shop, wait until he/she is gone
then start the talk.

I don't think that high leadership makes any difference if you use your IMP merc. I usually start my IMP with 35 leadership and often head straight to San Mona to do this quest and the Ultimate fighting champion quest. Angel always gives me the quest. You do have to buy the jacket first. But then talk to him again and he will give you the quest. If you don't buy the jacket, no amount of talking will get him to give you the quest though.
