A QUICK STEALLING GUIDE: No intentional spoilers, just a few tips...
1. A knocked-down enemy is always a good grab, if he isn't dying. Shooting legs, grenades, tear gas, or just plain hand-to-hand works. Softening them up with bullets first makes it easier. Dusters, crowbar, and energy booster will also help. Sometimes the watch will appear, but when it goes away your new weapon will appear. Note that if you knock the weapon from them, it may not appear on the ground at first, making you try to grab a weapon that they don't have.
2. Placing a non-action item (shows a question mark when waved over an enemy)like a first aid kit or NVGs in the top hand always gives you back all of your APs minus the 10 it takes to grab. With a weapon or empty hand, there is a good chance that you will lose all your APs for that turn when grabbing.
3. Also, standing next to the enemy before grabbing seems to always create a bad grab. Stand off at least one square, then run and grab. There are some enemy that won't give up their guns no matter what, even though you can see it. I don't know why. I have found several on rooftops in Troy. Pretty sure they had SVDs.
4. Gang up on them from behind cover. Good positioning, like standing beside a door they are coming through, or beside a corner of a building is essential. The radio can give warning if they have back-up that could get you in trouble while grabbing. Grabbing with a high agility merc can also avoid the interrupt.
5. Beware of them getting back up with machete, knife, or picking up the stolen weapon. I always finish them off with another merc's full auto burst from close range, or just another punch or two while they are down.
6. Sector I16 and B16 are great ones to get some good weapons that aren't available from B-Ray or Tony early in the game, but any good city map will do.
7. Some illegal combinations can only be be found by stealing, like silenced CZ7000 and PPSHs, scoped M16/203 and SVDs, and such. Mostly from armed civilians. I usually just shoot the police and redshirts, as they don't normally have good guns. The sound of their firing can let you know if they have something worth grabbing.
8. Only in stealing have I made good use of hand-to-hand and martial arts skills. I edited Thor back to the stealth and hand-to-hand skills he had in the basic JA2, and use Dr.Q and Rosebud to help out. Half of the black shirts encountered give up their guns before dying. Keeps Tony's $15k per day cash coming.
Does anyone else play this way? sorry if my long post bored anybody.... I'm usually just a lurker.
BTW, Does anyone know what the stealing skill that is available with the IMP editor does? I think there is a warning against using this, but I seem to remember seeing it in some of the MODs for UB (Back to Business, and SOG).

I've had it lock up on me for a few minutes while stealing. It helps to have something like a canteen (not a weapon though) in you're left hand and I've also heard you want to stand a tile away from the 'victim' before you steal.
There's a lot of posts about this.
