Being currently buried in the XML files, I thought I'd post some ideas/suggestions.
The rule about sector water (<sWaterType> in SectorNames.xml) is currently that all rivers and lakes are drinkable. That bothered me right from the start, because I've spent some years in the real tropics, and while water might be abundant, most of the time it's definitely not drinkable. Drink it, and in the best case you will find yourself in the toilets trying to make a deal with god...
So I decided to limit "drinkable water" (1) to settlements, working mines, sectors with inhabited farms, and SAM sites (can't live there if there is no water, can you). In short, everywhere Arulcans live or work on a daily basis, and thus have already solved the water supply problem (doesn't matter how exactly, this is not a hydrology simulation).
Sectors with open bodies of non-salt water and farmlands (irrigation) all get the "dubious water" (3) tag. Drink from it if you must, but expect some fallout...
Seems more natural to me, and it makes supplying your mercs with water a strategic consideration (assuming you play with food & drink).
