Under certain circumstances when losing secured airspace the Drop Off Location can be forced to sector P16 (or possibly other inaccessible sectors) which is inaccessible. This wouldn't be a problem if you could move the drop off location again but you can't. It seems you cannot even interact with these sectors to pick up the drop off location marker to move it. Since they are inaccessible there is no easy way to successfully call in mercenaries anymore.

 Normal drop off is A9 , moving to A8 or A10 , so which special circumstances do you mean ? Your post is a little unclear . :whoknows:

When losing a SAM site (secured air space) depending on where you have your drop off point placed the game will move it for you since that is no longer a valid drop off point. I had my drop point placed somewhere in the center of the map, probably Cambria I don't exactly remember where. When the middle SAM site was attacked by a massive group of enemies the militia were obviously easily overwhelmed and so I lost the site. After this happened the game pops up a message saying that my drop off location is no longer valid since it's in unsecured air space and it is moving to P16. Since P16 is an inaccessible sector you are unable to interact with it at all, the mouse pointer essentially ignores inaccessible sectors so I can't pick up the drop location marker, that's what needs to be fixed.

 @captn: can you provide a savegame so we can easily reproduce the bug. which revison of 1.13 are you playing?

It's revision 5945 with Arulco Folding Stock v4.31 data but the savegames I have are after the drop location was moved. If all you need is a savegame that has the drop location in sector P16 then I can provide that since I don't have one of right before it happened.
