 Can anyone tell me what this item does? Picked it up in one of the sectors, but doesn't have any details in it's description.

While I am not an expert in RR, the item appears to be a 5 "shot" magazine of the caliber "Spray" with the ammo type "Flame". The weapon which can take this "magazine" is called "Pepper Spray" (item id 63), it has a range of 5 tiles and makes 2 damage and has no semi auto fire, the BR description is "Pepper Spray can disable people from doing certain things, such as fighting. This agressive spray can even knock people out in some cases".

 Pepper sprays and tasers in RR do what you'd expect them to do... disable enemies from fighting (although the pepper spray is not as reliable as the taser, it sometimes fails to render enemies unconscious)
sprayloads are the "ammo" so to say for the pepper spray.
