I've been trying for a couple of hours now to get into this complex and prevent the gasing of the prison compartment, but I haven't found the switch so far. (I sneak behind the fence at night time, break wall with LAW and rush in).

I did however get to the prison compratment before it was gased, and I realized that all the cells are empty..? Is the gasing really meaningless, or does an NPC spawn there if I can prevent the gasing?

If you get into the warden's office you can use the gas against the guards. The warden's office is at the SE end of the main building.

But before that you might want to check out the little house outside the fence.

Gasing has a purpose. Even opponent laying breathing for ear, wenn not wearing a gasmask.

I think we're talking about different towns, you mean the prison I believe, I mean the section in Alma, where there are also a few cells..?

Yes, there's that Mustard gas. This is the hard part Very Happy

Need knockdown/knife most everyone. Silencer is possible, but its not 100% proof.
A high lockpicker needed to open the door to take him out from behind. The audience room, between the cell block & the position where the guard sits near the trigger/alert.

Wenn noticed first thing they do is run to the switch, so...

Sorry, I thought you meant the "civilian" prison. There's no harm in the gas in the Alma prison unless you get caught in it. Frankly, that is one of the easier sectors to take out because of the U shaped building. If you get some people on the roof before they are discovered you can usually take out most of the defenders as they move around inside the buildings near the doors.
